We stayed there for 3 nights, and it was clean and tidy. However, there was some renovating going on, and the place seems pretty new. It the description and pictures you can also see a couch corner and kitchen, but we didn't see it, and we guess it is in a shared area somewhere in the building. It is really just suites, and the reception is more of a corner for the night guard, so it does not have a real hotel vibe, and is very unpersonal.
There is no heating in the rooms, and when it gets a bit colder outside, you will also feel it inside. Otherwise it is very clean, and gets cleaned every day. The location is in the middle between Condesa, Roma, and the park of Chapultepec, so a good starting point to explore. The exact location is not super exciting, but totally safe.
